在市场经济发展的不同阶段,“温州模式”常常被用来概括或代表一种卓有成效的创新成果。本文解读的“温州模式”则是属于科技成果转化过程中行之有效的成功模式之一——暂且称之为“一种可以共享的激励模式”。温州人是出了名的生意人,但温州人更懂得“科学技术是第一生产力”这句话的真正含义。温州人认为,人才是科技的重要载体,是名副其实的最活跃的因素,而企业是技术创新的主体。为使企业的技术创新活动有效地进行,温州市各企业都在努力探索和建立鼓励科技人员进行技术创新的激励机制,通过技术要素参与收益分配,充分调动了科技人员的积极性和创造性,其主要方式表现以下两方面:
In different stages of market economy development, “Wenzhou Model” is often used to summarize or represent a fruitful result of innovation. The “Wenzhou model” in this paper belongs to one of the effective success models in the transformation of scientific and technological achievements - tentatively called “a shared incentive model.” Wenzhou is a famous businessman, but Wenzhou people know more about the true meaning of the phrase “science and technology are primary productive forces.” Wenzhou people think that talent is an important carrier of science and technology, is the veritable of the most active factors, and enterprises are the main body of technological innovation. In order to effectively carry out technological innovation activities of enterprises, all enterprises in Wenzhou are striving to explore and establish incentive mechanisms to encourage technological personnel to carry out technological innovation. By participating in the distribution of benefits through technological elements, the enthusiasm and creativity of scientists and technicians are fully mobilized.
