作为中央纪委农村党风廉政建设工作联系点,近年来,江苏省常熟市以打造勤廉双优农村基层干部队伍为目标,规范农村基层干部勤廉履职,推进了农村党风廉政建设进程。常熟市运用制度加科技的手段,突出农村集体“三资”经营管理的关键环节,严格加以防范。一方面,在原有的镇级招投标分中心的基础上,建立镇村公共资源交易中心,将农村集体所有土地、水域、厂房等资源承包租赁出让,限额以下乡村道路、农田水利等工程建设项目招投标全部纳入中心进行公开交易,一律签订廉政合同,最大限度减少人为干预。另一方面,开发应用农村集体资产和财务信息化监管系统,覆盖全市10个镇、11个管理区和224个村,
