In December 1989, the 44th annual meeting of the United Nations officially proclaimed the International Decade for Natural Disaster Reduction from January 1990. The goal of the Decade is to mitigate the loss of life, property and social and economic damage caused by all kinds of natural disasters, in particular by alleviating the losses that developing countries will suffer, through concerted international efforts. The objectives of the Decade are: (1) To improve the resilience of all countries to mitigating natural disasters, paying particular attention to helping developing countries not only make progress in the assessment of potential disasters but also to establish early warning systems for disasters and disaster preparedness ; ② planning the best ways and guidelines for how to apply existing scientific and technological knowledge; ③ encouraging scientific and engineering efforts to fill gaps in knowledge and skills in order to reduce the loss of life and property; and ④ disseminating information on natural disaster assessment, prediction and mitigation methods of
