“七·七”事变后,1938年,蒋介石的机要秘书毛庆祥,在武汉正式实巨织研译人员,研译日军密电。1940年4月,国民党政府在重庆把从事密电侦收和研译工作的七个机构(包括军统局密电组)合并,成立了“军事委员会技术研究室”,集中人力物力,加强密电情报的侦译工作。 1941年7月,为了全面了解侵华日本空军的活动,技术研究室又建立“成都侦译工作队”。12月10,该队截获日机发给基地的密电十六七份。破译密电的内容,获悉日本驻越南西贡方面的海军航空队,出动重轰炸机群,在马来亚半岛以东海面炸沉了英国主力舰“威尔士亲王号”和巡洋舰“却敌号”。
