在俄罗斯努力推进欧亚一体化进程中,有中国参与的上海合作组织成为欧亚地区另一个有重要影响力的地区性国际组织。欧亚联盟与上合组织在成员国和功能上存在一定重合,这就决定了二者间的竞争关系。然而在和平与发展的世界大环境下,各国通过合作谋求经济发展成为主旋律,因此两个地区性组织在向前推进过程中必然存在既相互竞争又相互依存的关系。本文从成员国、组织功能、经济一体化水平、合作历史以及发展规律等方面论述竞争和合作两股力量对两个组织的影响,提出中俄关系是主导欧亚联盟与上合组织关系走向的关键。本文还重点从经济角度分析欧亚一体化进程对上合组织的影响,具体包括关税同盟建立后对同盟内外的影响,关税同盟国加入世贸组织后对上合成员国的影响,以及经济一体化推进对上合成员国的影响。
As Russia strives to promote the integration of Europe and Asia, the SCO with China’s participation has become another regional international organization with a significant influence in Eurasia. There is a certain overlap between the Eurasian Union and the SCO in Member States and in their functions, which determines the competition between the two. However, under the environment of peace and development, all countries are the main theme of seeking economic development through cooperation. Therefore, the two regional organizations inevitably have mutually competitive and interdependent relations as they move forward. This article discusses the influence of the two forces of competition and cooperation on the two organizations from the aspects of member states, organizational functions, economic integration level, cooperation history and development law, and puts forward that the Sino-Russian relations are the trend of leading the relations between the Eurasian Union and the SCO The essential. This article also analyzes the impact of the process of the Eurasian integration on the SCO from an economic point of view, including the impact of the establishment of the Customs Union on the SCO and the outside world after the establishment of the Customs Union, the impact on the SCO member states upon the entry of the Customs Union into the WTO, and the promotion of economic integration Impact on the SCO member countries.
