面对我国入世将带给国家财政方面的影响 ,作为国内经济发展较有代表性的地区之一的苏州地方财政 ,在充分依据和严格执行国家财政宏观决策的前提下 ,应积极应对 ,及时调整、研究并采取相应的地方财政策略。这主要包括 :在税收调整策略方面 ,一是利用关税减让政策 ,间接增加地方财政收入 ;二是利用出口退税政策 ,鼓励本地企业扩大出口规模 ,扩展财源。在财源结构调整策略方面 ,根据不同产业的产出增长与税收变化 ,应进一步推进外向型经济发展 ,降低出口成本 ,鼓励出口 ;继续促进国企改革深化 ,培育企业集团 ,稳定和扩大现有财源 ;扶植并鼓励中小企业发展 ,形成新的财源增长点。在财政投资策略方面 ,逐步退出一般性竞争领域 ,解决好财政投资“越位”问题 ;投资重点产业和项目 ,解决好财政投资“缺位”问题 ,特别是加大对农业、科技产业、城市功能建设以及社会保险的投入。此外 ,还应尽快实行地方政府职能转变策略 ,更好地发挥出地方财政的行政作用。
