我国第一部水的基本法《水法》今年七月一日已正式实施。这标志着我国在开发利用水资源和防治水害方面走上了以法治水、管水的新阶段。我省是全国水资源最短缺的省份之一,水资源总量只有442亿立方米,居全国第18位,人均占有量1472立方米,仅为全国人均占有量的一半左右。据省水资源管理部门预测:按现有供水能力,到1990年,平水年等于旱年全省缺水将达39亿立方米和46亿立方米。在目前条件下,年缺水也在30亿立方米左右,供需矛盾十分突出。特别是西安、铜川、宝鸡、咸阳等城市,缺水尤为严重。目前,由于对水资源缺乏统一管理,开发利用水资源和防治水害
