12004年安全环保工作回顾2004年,党中央、国务院从落实科学发展观高度,采取一系列措施加强安全生产和环保工作,全国安全生产保持了好的发展态势。最近,中央经济工作会议再次强调“要认真抓好安全生产,加大工作力度,坚决防止重大安全事故,保护人民群众的生命财产安全”。要“进一步加强安全生产工作,完善安全生产管理体制和机制,增加对安全设施的投入,消除各种安全隐患,预防和减少重大事故的发生”。会议同时提出,要坚决扭转高消耗、高污染、低产出的状况,全面转变经济增长方式,大力发展循环经济,逐步构建节约型的产业结构和消费结构。
In 2004, the Central Party Committee and the State Council took a series of measures to strengthen work safety and environmental protection from the perspective of implementing the scientific outlook on development. The national safety production maintained a good momentum of development. Recently, the Central Economic Work Conference once again stressed: “We must conscientiously do a good job in safe production, step up our efforts to resolutely prevent major accidents and protect the lives and property of the people and the masses.” It is necessary to “further strengthen safety production, perfect the system and mechanism for production safety management, increase investment in safety facilities, eliminate various potential safety hazards and prevent and reduce the occurrence of major accidents.” The meeting also proposed that we must resolutely reverse the situation of high consumption, high pollution and low output, comprehensively transform the mode of economic growth, vigorously develop the circular economy and gradually construct a conservation-oriented industrial structure and consumption structure.
