1996年12月27日,俄罗斯联邦政府总理维斯·切尔诺梅尔金签署第1575号政府令,批准发布《保证进口食品附有俄语说明的管理条例》,同时责成对外经济联络部、国家标委、卫生部、农业与粮食部采取措施,监督《管理条例》付诸实施,并决定从1997年5月1日起,禁止在俄罗斯联邦境内销售无俄语说明的进口食品。《管理条例》对从事食品进口贸易的国营机构、个体企业,以及国家质量监督机构提出了要求。
