宜春市在县乡换届工作中,在充分调研的基础上深化干部人事制度改革,探索创新,对经二次推荐和组织考察拟新进班子的人选采取先挂任县人大、政府或政协党组成员,离岗培训或抽调参与重点项目建设等方式适当安排,到换届选举后再正式任职。这种先挂后任的方式保证了换届人事安排县乡联动,有效破解了乡镇党政主要领导因县级换届而频繁调整、影响工作连续性的难题。
