1 认清市场经济条件下安监工作的性质和基本任务 党和国家历来十分重视安全生产工作,多年来已形成了“企业负责、行业管理、国家监察、群众监督、劳动者遵章守纪”的安全生产工作体制。电力行业是个特殊的基础产业。根据电力安全生产的特点,国家赋予了电力部代表国家在行业内部行使安全监察的职权。因此,电力安全工作兼有企业、行业和政府多重职能。企业和行业职能主要体现在电力系统内部各级安全责任制和分层次安全管理上,而政府职能主要体现在电力系统内部全方位强制性安全监察上。
