“残疾孤儿手术康复明天计划”自2004年实施以来,湖南省高度重视,精心组织,十年来,累计投入资金2346.14万元,安排手术康复1 700人次,有42%的术后儿童被国内外家庭收养。落实工作机制完善制度设计为了确保项目顺利实施,该省民政厅于2004年从福彩公益金中拿出200万元作为“明天计划”启动资金。该省“明天计划”办制定了《“残疾孤儿手术康复明天计划”办公室工作职责》(附件),明确办公室的职责包括负责制定年度手术治疗康复计划、向部办申报计划
