按照有计划的社会主义商品经济的要求改革分配制度,就是要破除旧体制的分配制度,建立新体制的分配制度。这是一个持久的渐进过程。在这个过程中,必然存在新旧两种体制的工资制度并存交叉的阶段,新的分配制度所体现的利益关系的合理格局有一个形成的过程,其间也会出现许许多多的矛盾。分配制度的改革是为了充分发展社会主义商品经济,建立适应发展社会主义商品经济要求的新的分配制度。新的分配制度的生命力不在于能够避免矛盾,而在于能够按照商品经济发展的客观要求,将诸矛盾妥善地加以解决,为贯彻按劳分配创造一个良好的环境。
To reform the distribution system according to the planned socialist commodity economy requires breaking the system of distribution of the old system and establishing a system of distribution of the new system. This is a long-term, gradual process. In this process, there must be a stage in which the wage system of both the old and the new systems coexists and crosses. The reasonable pattern of the interest relations embodied in the new distribution system has a process of formation and many contradictions also occur during this period. The reform of the distribution system is aimed at fully developing the socialist commodity economy and establishing a new distribution system that meets the requirements of developing the socialist commodity economy. The vitality of the new distribution system does not lie in avoiding contradictions but in properly settling conflicts in accordance with the objective requirements of the development of the commodity economy so as to create a favorable environment for carrying out the distribution according to work.
