改革开放以来,从绝对意义上讲,任何一个地区都比改革开放前要进步得多、富裕得多。但在经济高速增长的过程中,各地区经济增长率呈现出显著的差异性,地区之间收入的绝对差距不断扩大,中西部地区发展相对落后,这已经成了影响中国经济发展、社会稳定和民族团结的一个现实问题,已经引起了社会各界的广泛关注和强烈忧虑。中央和地方的领导同志及中外经济学家纷纷指出解决各地区发展差距问题的重要性和必要性,也提出了一系列解决问题的原则和措施,取得了一定的成效。但从中西部自身来说,明确自己落后的关键,找出走出困境的突破口,已经成为各级领导和广大人民群众关注的首要任务。
Since the reform and opening up, in absolute terms, any one region is much more prosperous and wealthier than before the reform and opening up. However, in the process of rapid economic growth, the economic growth rates of various regions showed significant differences. The absolute gap between the regions’ incomes kept widening and the development in the central and western regions lags behind. This has become an issue that has an impact on China’s economic development, social stability and A realistic problem of national unity has drawn widespread concern and intense anxiety from all walks of life in the community. The leading comrades at the central and local levels and economists both at home and abroad have pointed out the importance and necessity of resolving the development gap among various regions and also put forward a series of principles and measures to solve the problems with some achievements. However, from the central and western regions themselves, it is now the primary task for leaders at all levels and the broad masses of the people to clearly define the key to their own backwardness and to find a breakthrough point for getting out of the woods.
