祖藉四川的杨冰清,父亲为四川一家建筑公司的党委书记兼总经理,母亲为建筑材料经销商。大专时候,杨冰清主修工商管理专业,毕业后分别在冷藏公司担任出纳,其后于乡镇企业当总经理秘书,直至1995年,在北京从事首批独立保险经纪。1998年,杨冰清随丈夫到美国读书,自己也获得了加州州立大学商业管理学士学位,其后正式涉猎美国石油市场。2005年,杨冰清正式在美国成立路凯国际能源集团。到2010年,为回应大批海外投资者在美国定居的要求,杨冰清开发了「路凯能源基金区域中心」专案。此项目不但有效保障海外投资者的安全,同时亦为投资者快速获得俗称「绿卡」的美国
