当今的社会已经进入共存与竞争的全球化时代,其明显特征是国际组织和国际条约越来越多地介入传统上属于主权国家的内部事务。其中WTO就是其中的一例。中国加入WTO,就意味着我们有义务按照WTO及国际条约的要求和国际惯例时本国的法律制度,公共行政管理等加以改革,否则会增加相应的争端和麻烦。这必然对我国原有的公共行政管理的观念、制度、方式和手段等都提出了新的挑战。对中国加入WTO后面临的新形势,我们要适应WTO的规则转变政府职能,增强提供公共产品的意识,努力建设一个“有所为”、“有所不为”的廉洁、高效、有限的政府。本文主要从影响政府提供公共产品的四个方面,即制度文化建设,公共组织特征与分权,新管理主义改革观,政务信息公开与“阳光政府”等问题,联系WTO规则与我国的现实,针对政府体制创新与对国家公务员的新要求简要提出应对性建议。
Today’s society has entered an era of globalization of coexistence and competition, with the obvious trait that international organizations and international treaties increasingly intervene in the internal affairs of traditionally sovereign nations. WTO is one of them. China’s accession to the WTO means that we have the obligation to reform our own legal system and public administration in accordance with the requirements of WTO and international treaties and with international conventions. Otherwise, disputes and troubles will increase accordingly. This inevitably poses new challenges to the original concepts, systems, methods and means of public administration in our country. With regard to the new situation that China faces after its accession to the WTO, we must adapt to the WTO rules to transform government functions and enhance public awareness of public goods, and strive to build a clean, efficient and limited government that is “doing something” and “doing nothing.” . This article mainly discusses the WTO rules and the reality of our country from four aspects that affect the government to provide public goods, namely, institutional culture construction, characteristics and decentralization of public organizations, reform of the new management view, open government affairs information and “sunshine government” In response to the innovation of the government system and the new requirements of the state civil servants, the paper puts forward some countermeasures.
