The United States “National ISDN standard” (National Integrated Service Digital Network Standard) promulgated in 1991, 10 years later than CCITT. It leverages digital technology to deliver services that combine voice, data and video communications. The first ISDN transmission took place between a bank in Arizona and a government office in 1986. McDonalds Inc. was the first Chicago-based company to pilot ISDN at the lead but many other large companies did not try to use it at that time due to a lack of a strong marketing strategy. In the first decade, people were not interested in providing ISDN in the United States, mainly because none of the giants like AT & T led. The decomposition of AT & T in 1982 even worsened the situation. In the meantime, Europe is planning to establish an economic community, and the telecommunications business in Europe is monopolized by the government, so ISDN can be smoothly implemented there. France has established ISDN, Germany, Britain and Italy all over the country
