本文分析了京津冀地区的水、旱特性，并与世界水、旱作了比较。进而在分析水库防洪调度问题的基础上，对“洪水资源”的利用问题进行了研究，并提出了若干建议。
This paper analyzes the water and drought characteristics in Beijing, Tianjin and Hebei Provinces and compares them with the world’s water and drought. Based on the analysis of the reservoir flood control scheduling problem, the issue of the utilization of “flood resources” is studied and some suggestions are put forward.
