作为全国政治、文化和国际交流中心,首都基层党建设工作的开展和创新,对于全国来说无疑具有较强的现实意义和示范效应。本文以首都基层党组织创先争优为契机,从标杆管理和组织行为学等管理学的视角,设计了一套由六项目标内容构成的首都基层党组织建设目标模型,这六项目标内涵丰富,相互之间动态、持续、关联,构建了首都基层党组织坚实执政基础、提升执政能力、实现执政的目标模型,为首都基层党组织建立、完善创先争优活动长效机制提供了理论基础和应用价值。
