一、原来文书档案工作的情况上蒜人民公社是在一九五八年八月由原来的上蒜、六街等两个半乡、九个高级合作社合并成立的。原来的上蒜社和现在的上蒜人民公社,一直都是省委、地委、县委农村工作的重点。工作发展较快,各项事业比较活跃,因而不但上级下发的文件多,就是社本身也形成了不少文件。由于过去对做好文书档案工作的重要性认识不够,文书处理工作和档案资料工作都缺乏必要的制度。很多通过电话会议研究布置和解决的重要工作问题没有比较完整系统的记录;没有收、发文登记、人民来信来访登记、立卷归档等制度。文件分散、混乱,许多文件
