十八届三中全会提出全面深化改革,文化建设作为“五位一体”当中的重要一环也必须全面深化改革,而公共文化服务体系建设作为文化建设的核心内容应进一步深化改革。中共十六届五中全会提出“加大政府对文化事业的投人,逐步形成覆盖全社会的比较完备的公共文化服务体系”之后,各级政府不断加大财政投入,公共文化服务体系框架初步成形。但是,由于外延和内涵不清晰、多头管理、投入不足、缺乏相应的法律保障等因素,我国的公共文化服务体系仍然处于初级发展阶段,离现代公共文化服务体系的要求仍相差悬殊,亟需采取切实有效的措施来健全完善。
