乳山有线电视网始建于1993年,开始时全部使用同轴电缆,带宽为550MHZ,传输单一广播式的模拟电视信号,已传送32套模拟电视节目,但光节点使用比例仅为20％左右,大部分电缆器件也已老化,信号传输无法完全保障,已影响到乳山地区的有线电视发展及新业务的开展,因此必须对现有网络进行改造。
