今年改革的重点是增强企业活力。增强企业活力,有两个主要的内容:一个是抓大中型企业,特别是轻纺企业,沿海轻纺企业的活力。另一个是探讨和研究企业的经营机制问题,也就是实现所有权与经营权的分离,真正地把企业的权、责、利结合起来。近几年来,由于一部分原材料提价,企业负担比较重,企业留利又比较少,因此,自我改造能力差。为了增强大中型企业的活力,有关部门已经开始采取一些措施,以减轻企业的负担,提高它们的消化能力。
