江苏省盐城市地处苏北里下河地区,这里水网密布,河流较多,盐城市航道管理处每到汛期,既要进行航道管理,又要搞好防汛清障工作,任务繁重。该处结合实际工作,认真总结往年防汛工作的经验,从1986年开始,在航道沿岸创建了群众性的防汛清障自治组织。在斗龙河、射阳河、苏北灌溉总渠等主要排洪航道建立了防汛责任区。由群众民主选举,产生组长、队长,实行队长
