近年来,青岛的外向型经济发展迅速,经济的快速增长和环境的不断改善,不仅吸引包括世界500强在内的国际知名企业、大商社纷纷投资青岛,也同样吸引了国内资本纷纷来青。截至2004年6月,全市实际利用内资累计达570亿元,年均增幅52.5%。其中,2003年全市仅200万元以上的项目实际利用内资就达165亿元,利用内资占全市引进外资的比重,1999年为31%,到2003年已超过50%。在引进的内资中既有独资、合资、合作,也有兼并、收购、租赁,还有技术入股、成果转让、协作配套等,青岛在吸引跨国公司青睐目光的同时,也开辟了对内招商引资的崭新空间,利用内资引进工作实现了大幅度的跨越。记者就引进内资的同时如何推动青岛大工业框架体系的形成,采访了青岛市国内经济合作办公室矫胜法主任。
