新中国成立60年来,特别是改革开放30年来,宁夏回族自治区的民主和法制取得历史性的进步,作为法制建设中重要内容的宁夏政府规章也日益完善,并对宁夏的改革开放和社会主义现代化建设发挥着巨大的导向、促进和保障作用。宁夏政府规章的历史发展基本上可分为三个阶段:前期探索前进阶段、中期停滞阶段和改革开放后的恢复发展阶段。
In the 60 years since the founding of New China, especially in the 30 years since the reform and opening up, the democratic and legal system of Ningxia Hui Autonomous Region has made historic progress. The government regulation of Ningxia, an important part of the legal system construction, has also been perfected day by day. The reform and opening up as well as the socialist modernization in Ningxia Construction plays a huge role in guiding, promoting and safeguarding. The historical development of Ningxia government regulations can basically be divided into three stages: the early stage of exploration, the stage of medium-term stagnation and the stage of recovery and development after the reform and opening up.
