1995年10月底,云南省第二批农村水电初级电气化县建设工作圆满结束,第二批19个县(市)全部达标验收,使18万户77万多人告别松明、煤油灯。在第二批农村水电初级电气化建设中,我们财政厅积极用财政资金引导多渠道的资金投入,对推进农村电气化县建设起到了重要作用。 一、把支持农村水电初级电气化县工作作为财政支农工作的重点 在长期的财政支农工作中,我们深深地体会到,云南省制约农业和农村经济发展乃至县域经济发展的主要问题是基础设施薄弱。财政支农要从制约农业发展的基础设施这个“瓶颈”入手,为此,我们把国家支持云
