国家档案馆这一术语的规定,在原先的标准里没有考虑到国家保管的权限赋于某些机关档案馆(室)。这就是说,这一术语的规定同样也没有注意到国家保管。因此机关档案馆(室)这一术语没有确切的释义。在新的标准里,以上三个术语都具备符合于下列释义:“档案馆(室)直接隶属于某个档案工作管理机关,或者隶属于某个区(市)苏维埃人民代表执行委员会”,“由国家档案馆和同样具有这方面权限的其他某些机构,来实施档案文件的永久保存”,“档案馆是由相适合的机构直接管理的,它们不列入国家档案馆的业务系统,或者是某个组织机构部门”。
