一、一般不再兴办国有小企业 为了加快所有制结构调整,上海今后一般不再兴办国有小企业,小企业领域内的国有资本也将分期分批退出。 上海市政府人士认为,小企业发展的问题,归根到底是非国有经济发展的问题。今后小企业的范畴,就是非国有经济的范畴。国有资本要趁市场价值适当的时候坚决、有序地从一般竞争性领域退出,以腾出经济空间,使上海非国有经济比重上升。不能等国有资本败下来了再退出,那就晚了。今后新办的小企业,国有资本一般不再进入。
