陆海,河南西峡县人,1969年8月生,1988年7月考入河海大学水资源水文系陆地水文专业,1990年12月加入中国共产党,1992年7月毕业,工学学士,同年来到河南省水利勘测设计院规划室从事水利工程规划设计工作。陆海参加工作12年来,主持参加了涉及南水北调、小浪底、淮河干流圩区治理、沙颍河规划等30多项水利工程规划设计项目,代表性项目有《河南省淮河干流陈族湾大港口圩区治理工程》、《河南省沙颍河流域防洪规划》、《漯河市沙北区北扩对沙河超标准洪水行滞影响分析》、《临淮岗工程河南省淹没影
Lu Hai, Xixia County, Henan Province, born in August 1969, admitted to the Hydrology and Hydrology Department of Hohai University in July 1988. He joined the Communist Party of China in December 1990 and graduated in July 1992 with a Bachelor of Engineering In recent years, Henan Province Water Conservancy Survey and Design Institute Planning Office engaged in water conservancy project planning and design work. For more than 12 years, Lu and Hai participated in the planning and design of more than 30 water conservancy projects involving the South-to-North Water Diversion Project, Xiaolangdi Dam, the Huaihe River Mainstream Polder Area, and the Shaying River Project.
