为进一步落实国务院办公厅转发国家经贸委《关于深化蚕茧流通体制改革意见的通知》(国办发[2001]44号)精神,建立适应社会主义市场经济发展要求的茧丝流通体制,深化改革,规范管理,制定《茧丝流通管理办法》,现予以公布,自发布之日起施行。原《茧丝价格和流通管理办法》(国经贸[1998]315号)同时废止。
In order to further implement the spirit of the Circular of the State Economic and Trade Commission on the Opinions of the State Economic and Trade Commission on Deepening the Reform of the Cocoon Circulation System (Guobanfa [2001] No. 44), the State Council has established a reeling circulation system that meets the requirements of the development of the socialist market economy and deepened reforms. To standardize management and formulate the “Measurement for the Management of Reeling Silk Threads”, it is hereby promulgated and will be implemented as of the date of promulgation. The original “Measurement of the Price and Circulation Management of Reeling Wires” (National Economic and Trade [1998] No. 315) was abolished at the same time.
