总部设在巴黎的经济合作与发展组织于岁末年初发表了一系列报告,用一个权威性国际机构的口吻,点评了中国1995年经济发展的成效得失,以及本世纪最后几年的基本走势。 经合组织的总体判断是:中国相对来说取得了成功,实现了适当的平衡增长。但是,由于中国在宏观调控过程中广泛利用了行政控制手段,因而在经济增长速度放慢和通货膨胀率有所下降的同时,宏观经济结构正在产生着不利的互动作用。这样就有可能对中国全面经济改革的努力产生相反的阻碍效果。
The OHIO, headquartered in Paris, issued a series of reports late this year and early next year, using the tone of an authoritative international body to comment on the gains and losses of China’s economic development in 1995 and the basic trends in the last few years of this century. The overawed OECD judgment is that China has been relatively successful and has achieved a proper balance of growth. However, due to the extensive use of administrative controls in the process of macroeconomic regulation and control, China’s macroeconomic structure is having an adverse interactive effect while its economic growth is slowing down and its inflation declines. This could have the opposite effect of hindering China’s overall economic reform.
