本文首先就官僚自主权的文献做一番选择性概述并对这个主题的不同研究路径进行辨析。第二部分讨论三组重要的有争议的问题,这些问题将在投给本特辑的稿件中进行梳理,即自主权的主观性、动态性与关联性;任务、组织形式、国家路径依赖之间的复杂联系及自主权与绩效之间的复杂性;自主权、问责与民主合法性之间的相互作用。
This paper begins with a selective overview of the literature on bureaucratic autonomy and identifies the different approaches to research on this topic. The second part discusses three major groups of controversial issues that will be dealt with in the manuscript devoted to this special issue: the subjectivity, dynamics and relevance of autonomy; the relationship between tasks, organizational forms, and country path dependence The complexity of the linkages between autonomy and performance; the interaction between autonomy, accountability and the legitimacy of democracy.
