十八大报告指出要“全面推进依法治国、加快建设社会主义法治国家”。建设社会主义法治国家首先要解决依赖何种力量推进我国法治进程,即法治发展途径的问题。法治国家道路的选择必须建立在本国的“本土资源”之上。综合考量我国的政治经济文化发展历史及现状,我国实现法治的途径必然走政府主导推动国家法治进程的道路,即政府推进型法治。
The 18th National Congress of the Communist Party of China pointed out that it is necessary to “comprehensively promote the administration of the country according to law and accelerate the building of a socialist country ruled by law.” To build a socialist country governed by the rule of law, we must first solve the issue of relying on what kind of force to promote the process of rule of law in our country, that is, the development of the rule of law. The choice of the road to rule of law must be based on the “indigenous resources” of the country. Considering the history and current situation of political, economic and cultural development in our country, the way of realizing the rule of law in our country necessarily follows the road that the government dominates in promoting the rule of law in our country, namely, the government promotes the rule of law.
