张家口是燕山一太行山片区贫困人口较为集中的地区,同时又是旅游资源较为丰富、旅游产业发展较快的地区。近年来,张家口紧紧抓住京津冀协同发展和北京携手张家口举办冬奥会的有利时机,将旅游扶贫作为一项战略举措,逐步探索出一条以旅带农、兴旅富民的创新、协调、绿色、开放、共享之路。目前,全市经营乡村旅游的农户达到4134户,带动就业人口超过6万人,其中超过三分之一是贫困人口,每年人均增收1.5万元左右。乡村旅游已经成为拉动老百姓脱贫致富奔小康的“幸福引擎”。张家口的主要做法是:坚持“五个结合”、促进“五个共赢”。
