语曰“天高皇帝远“,这当然是事实。元末台州、温州、处州谣曰:“天高皇帝远,民少相公多。一日三遍打,不反待如何!”(明·黄溥:《闭中今古录》)官多如毛,吏治腐败,法纪荡然,民不聊生,最后只能是惟有一个反字了得。这是中国不知上演过多少次的历史悲剧!而细察古今,则又不难发现:天高皇帝近,更遭殃的还是老百姓。清中叶学者陈其言《庸闲斋笔记》卷八载谓:“黔中苗人称天子为‘京里老皇帝’,称大小官府皆曰‘皇帝’,其私称官府则曰‘朦’。粤西瑶人称官府曰‘瞎’。噫!‘朦’、‘瞎’之称,殆《春秋》一字之褒与?”这条史料颇为典型。“称大小官
