1995年和1996年农发行湖南省分行的开发性贷款实现了4个百分之百,即贷款项目管理100%,抵押、担保手续100%;管理责任落实100%,按季收息100%。他们的经验值得推广学习。一、操作与管理湖南省分行把信贷管理作为全行经营管理的关键,实施信贷资产质量“优质工程”。具体作法如下:1、贷款报批严密。他们坚持部门推荐、政府平衡、银行审批的原则,切实把好贷款发放关。为了落实1996年贷款项目,早在1995年四季度,分行就与省农行及其有关部门联合下文,安排部署贷款项目上报工作,并根据各项贷款的特点,先后三次分批分部门召开了项目申报汇审会。然后,一方面向总行上报项目,一方面组织信贷评估组,分期分批逐一进行实地评估论证,提交分行贷款审批委员会评审确定。重点是三个方面:政策性、效益性、风险防范。

Then, on the one hand, it reports the project to the head office, on the one hand, organizes the credit assessment team and on a case-by-case basis, carries out field assessment and demonstration and submits it to the branch loan approval committee for review and determination. Focus on three aspects: policy, efficiency, risk prevention.
