本文在分析当前我国农业补贴面临的困境和成因的基础上,提出了我国特殊的国情决定了农业补贴的普惠制不宜改变,加快建立农业补贴政策效果评估机制,根据各项补贴的使用效果,不断调整补贴的投向、重点和方式,改革价格支持政策,在完善农业基础信息的基础上,根据农户或农业企业的农产品种植面积、近三年的平均产量和社会平均利润率,向他们发放价格补贴等政策主张。
Based on the analysis of the current difficulties and causes of agricultural subsidies in our country, this paper proposes that the special national conditions of our country decide that the GSP of agricultural subsidies should not be changed and the evaluation mechanism of agricultural subsidy policies should be accelerated. According to the effect of each subsidy, We will continue to adjust the direction, focus and methods of subsidies and reform the price support policies. Based on the improvement of basic agricultural information, we will issue prices to farmers based on their acreage under cultivation, the average output over the past three years and the average social profit rate Subsidies and other policy ideas.
