随着工业化和城镇化的快速推进,上海市郊区农村的村落形态、就业构成和经济结构发生了深刻的变化。这需要农村基层党组织在工作机制上有所创新,也需要党校、行政学院在推进对农村党群工作者教育培训工作过程中积极进行新的探索,不断调研培训需求、调整培训内容、创新培训模式,以适应当前城镇化迅速推进背景之下农村社区公共服务和社会管理的实际需要,使农村基层组织的战斗力不断得到提高。
