1958年8月23日,解放军3万多发炮弹猛轰金门,震惊了全世界。毛泽东决定采取这次军事行动真正的和唯一的目的,就是希望仅仅通过炮轰的方式来封锁金门,造成一种气势和压力,迫使蒋介石主动放弃金门,从而收复全部沿海岛屿。然而顾及到美国对炮击行动的反应,毛泽东想借中苏同盟的力量,达到威慑美国的目的。7月21日苏联驻华大使尤金提出关于中苏共同建立海军舰队的建议,恰恰提供了一个机会。
On August 23, 1958, over 30,000 artillery shells of the People’s Liberation Army (PLA) stormed Kinmen and shocked the whole world. The real and sole purpose Mao Zedong decided to take during this military operation was to hope that the blockade of the Golden Gate just by shelling would create a momentum and pressure that would force Chiang Kai-shek to voluntarily abandon the Golden Gate to recover all the coastal islands. However, taking into account the reaction of the United States to the shelling operation, Mao Zedong wanted to use the strength of the Sino-Soviet alliance to achieve the goal of deterring the United States. On July 21, Eugene, the Soviet ambassador to China, came up with the proposal that China and the Soviet Union jointly establish a naval fleet, which exactly provided an opportunity.
