保障和改善民生是落实科学发展观的本质要求。党的十七届五中全会把保障和改善民生作为制定“十二五”规划的重要指导原则之一,明确提出“坚持把保障和改善民生作为加快转变经济发展方式的根本出发点和落脚点”。国有企业是国家发展的经济基础,是人民生活的保障体系,做好企业民生工作,对于改进思想政治工作、改善群众工作,对于服务职工、凝聚人心,对于促进企业和谐、承担社会责任,都具有重要意义。
