旨在提供一套比较完善的公式方法,以定量表达“我国疾病防制功能难以切实落实的作用机制模型”的逻辑关系,对疾病防制机构财政投入不足的严重程度和对有偿服务的重视程度进行定量确定,并对有偿服务收入膨胀的各方责任进行分析。
The aim is to provide a fairly complete set of formulas to quantify the logic of the “action mechanism model for the prevention and control of disease prevention functions in China”, and the severity of the lack of financial investment in disease control institutions and the emphasis on paid services.
