一、现行事业单位工资制度运行中存在的问题及原因分析 由于建国后,我国一直沿袭了计划体制下的分配模式,工资分配中积累了大量的矛盾和问题,再加上国家对事业单位的总体投入不足以及全社会各行业分配收入缺乏有力的调整手段,因此,仅靠一次工资制度改革或单靠一个工资制度来解决所有的问题,是不现实的;同时,工资制度改革只是人事制度改革中的一个重要方面,它不是孤立存在的,还必须有相应的配套改革措施。从新制度四年来的运行状况看,仍存在诸多问题。
