艾揚格先生:我謹收到你一九五四年十月十四日照會內開:「(一)中華人民共和國政府和印度共和國政府在締結貿易協定的談判中,同意以换文方式闡明兩國政府關於第六條的意圖及實施的手續。(二)兩国政府願意在平等互利的基礎上保持与發展印度和中華人民共和國西藏地方之間的習慣貿易。(三)印度共和国鑒於中華人民共和國西藏地方需要某些在印度不能獲得的商品,因此願意給予該項商品以從加爾各答結關運往中華人民共和國西藏地方的合理便利。惟
