搞好科研成果的推广应用是科技改革最重要的环节之一。但是,改革开放以来,科研成果的推广应用效果不尽人意,相当一部分成果未得到推广应用。据统计,我国目前成果推广率只有15%左右。因此,“八·五”期间要充分利用这笔巨大财富,解决实际生产中普遍存在的突出问题。为促进成果推广的改革工作,中科院提出了“一院两种运行机制”的战略方针。为适应这种运行机制,必须根据实际情况,尽快将科研成果推广应用,使其早日转化为生产力。在做法上,可采取多种形式创建一批科研成果示范企业,逐步形成研究所与企业相互促进的依存关系,鼓励和支持研究所与企业实行各种形式的联合与协作,组织实施科研成果推广应用工作。
