尽管十几年来我国社会保障管理能力有较大发展,但仍不适应社会保障事业的需要,管理机构和人员仍缺乏社会保障公共管理服务的理念,经办管理中很大程度上存在着官僚、衙门作风,效率低下,管理服务质量和服务水平不高,无法满足公众的需要。必须从管理服务理念、管理体制、运行机制、经费保障等各个方面加强管理服务能力建设。本文在评估分析目前我国社会保障经办管理现状基础上,以公共服务管理理论为依据,分析了我国社会保险经办机构的功能定位、性质,并以经办管理的核心业务为主线,提出了发展目标和政策措施。
Although our social security management capabilities have made great development over the past decade or so, they still can not meet the needs of the social security undertakings. The management agencies and personnel still lack the concept of social security public management services. To a large extent, there are bureaucratic, Yamen style, inefficient management of service quality and service level is not high, can not meet the needs of the public. We must strengthen the management of service capabilities from all aspects of management service concept, management system, operation mechanism and funding guarantee. On the basis of assessing and analyzing the current situation of social security management in our country, based on the theory of public service management, this paper analyzes the function orientation and nature of social insurance agency in our country, and takes the core business of management as the main line, Development goals and policy measures.
