现代的路桥收费制度开始于 2 0世纪二三十年代。这种基于消费者剩余的收费制度 ,在定价技术上与道路之间的级差效益密切相关。在具有充足级差效益的路桥上实行收费制度 ,可以改进消费者福利效用。在我国收费路桥的建设过程中 ,出现了一些级差效益不足的工程 ,这种情况使得我国的收费性路桥的定价更加复杂。本文通过湖北省襄樊市汉江一桥捆绑收费的案例分析 ,对我国级差效益不足的路桥定价问题进行了较为深入的探讨。
The modern bridge toll system began in the 1920s and 1930s. This system of charging based on consumer surplus is closely related to the differential benefit between pricing technology and the road. Implementing a charging system on roads and bridges with ample differential benefits can improve consumer welfare utility. In our toll roads and bridges in the construction process, there have been some differential inefficient projects, this situation makes the pricing of our toll road and bridge more complex. Based on the case analysis of bundling toll of Hanjiang River Bridge in Xiangfan City, Hubei Province, this paper discusses the problem of road and bridge pricing which is inefficient in China.
