最近。如东县县委、县政府有关部门研究制定了《如东县农村合作医疗保健制度管理办法》,并由县政府正式颁发实施,将农村合作医疗纳入了法规管理的轨道。如东县委、县政府在总结20多年办医经验和教训的基础上,决定将农村合作医疗纳入农村社会保障体系,并作为全面实施初级卫生保健和进一步促进和发展全县农村经济的一项重要内容来抓。1992年上半年,由县政府、人大、政协分管领导牵头,农工、卫生等部门组织力量深入乡村、农户,对全县合作医疗情况进行了广泛深入的调查研究,体察群众的意愿。在认真听取群众意见和充分论证的基础上,根据国家宪法、有关法规、规定,结合
