文章认为，由于思想观念、投资环境、经济实力、社会保障状况等主客观条件方面的显著差异，内陆欠发达地区企业产权制度的改革必须从当地实际情况出发，因时因企制宜。内陆欠发达地区企业产权改革的基本思路是：规范、提高一批；改组、改造一批；联合、壮大一批；合资、嫁接一批；出售拍卖一批；租赁经营一批；新建、重新一批。而且，在整个产权改革过程中，要始终遵循效益第一、实事求是、利益兼顾、分期分批、配套推进和分类指导等重要原则。
