第一条为贯彻落实“限制袋装,鼓励散装”水泥的发展方针,减少环境污染,提高社会经济效益,加强散装水泥专项资金管理,促进我省散装水泥事业的发展,根据财政部发布的《散装水泥专项资金管理暂行办法》,结合我省实际,制定本细则。第二条散装水泥专项资金(以下简称专项资金)是国家为支持和发展散装水泥事业而设立的一项政府性基金。凡在我省行政区域内从事袋装水泥生产的企业、使用袋装水泥的建设单位和其他使用者,均应按规定缴纳专项资金。

The Interim Measures for the Administration of Special Bulk Cement Funds, in conjunction with the actual situation in our province, have formulated these Rules. The second batch of bulk cement special funds (hereinafter referred to as special funds) is a government fund set up by the state to support and develop the bulk cement industry. All enterprises engaged in bagged cement production in the administrative area of our province, construction units using bagged cement, and other users shall pay special funds as required.
